Game lags in game but not on the menu

i have a rx560 2gb graphics card and when i lunch the game the fps on the menu is 60 but sometimes its lagging to 30 fps but when im in game it locks on 3, 8 fps

can someone explain why is it like this?
*btw i was on vulkan but i switched to opengl*

I only had these issues on Vulkan

Vulkan can act weird even on okay graphics cards. But we'll look into what can be optimized. Thanks for the info provided!
