Dealer is definitely getting all the shots revealed with the phone
I've observed that The Dealer makes many mistakes and will often shoot himself... except if he uses a Burner Phone. I've yet to see him ever miss after using it once during a round. Instead, he always shoots himself for EXACTLY as many times as there are blanks, then immediately shoots me.

It's not game-breaking, but it does feel unfair if not unintentional, since if I use a Burner phone I only end up knowing one bullet (and, consequently may be able to deduce other information from it). But generally speaking, if I have eight bullets and the Burner Phone tells me the seventh is a blank, then I have zero idea what the first shot is, but the Dealer in the same position seems to be getting perfect information.

Well that does at least tell you that the next shot has a slightly higher chance o being live.

That isnt true. This is the Code for the Burner Phone usage.
As you can see it generates a random number based on the amount of shells in the sequence and sets the shell at this position to a known state. Thats all.

Say there are 3 blanks and 1 live left, and the phone happens to tell the dealer the live is the last one.

He'll shoot himself three times, then shoot you, and that's probably what you'd do, too, barring other items.

The dealer doesn't cheat, but when you need to win 18 times in a row, odds are he'll be really lucky at least once.

Part of it could also be that if there are more blanks, his logic dictates to shoot himself either way. Haven't played the game enough lately to analyze any cases though.

Just had this happen to me. It was a round of 4 blanks 3 live, I racked a beer to get rid of a live round. Naturally with no other items aside from heals I took the next one for me, Shot myself. 1 Live round remaining 4 blanks still there. The Dealer proceeds to use the burner phone and takes 3 live rounds to himself then shoots me. Felts REALLY ♥♥♥♥♥♥. Odds that the burner phone told him where the live round is likely, but it still felt bad.

It doesn't matter how it "feels". The game is based purely on luck, you also can get lucky sometimes and have the phone tell you where the only live one is, in this case it was the dealer who got lucky. It's how the game works. Whenever you feel cheated, you should think you get cheated by luck and not by dealer.
