How to unlock items...

Hi all,

Loving this little game. I now have the first 3 characters and have fulfilled all of the individual quests and maxed them on their careers. What am I missing in order to unlock other items to enable me to recruit the last 3 characters?

PS - A mouse-over hint when something is locked giving what the prerequisite is would be VERY handy :)

Did you finish the town quests? the "!" tab on the left. Scroll down all the way if you did, and click the button to level up your town.
