Stairs / Upper Floor

I've put some walls on the upper floor and put stairs underneath. Are the people supposed to go up the stairs to complete the walls?

I've found it out. You need the stairs on both floors... Doh.

But first you need to build the walls and when i place the character on the second floor my game crashed.

They can get to the top by themselves. Just build the stairs. They'll go up there and build the walls.
