I thought Ninja would be strong...
Some posts say Ninja can hit for 9,999 × 2.
I was really looking forward to it, so I gave it the best setup I could, but it feels much weaker than Pirate.

I just freed all the Crystals, and thanks to Ability Link, my setup is as good as it can be right now:
max 32 Attacks + Accuracy Up + Precision

I also added Spell Fencer.

But when I actually use it, it feels much weaker than Swordmaster + Pirate using a 4x attack * 3.

I’m using the strongest weapon I can currently get right now—a dagger with 36 attack bought after maxing out town development.
Is Ninja a character that only becomes strong later on, once you can get better weapons?

There's a lot of versatility to jobs and setups you can do. If you're still in chapter 4, you can get max job level for every job in Vampire Castle then give more setups a try. You can always turn off exp gain if that matters for you.

I'm assuming the 9999 x2 with Ninja is probably using Thief as a sub-class and using Godspeed Strike twice. This is also with Speed Up abilities as Godspeed Strike uses speed instead of physical attack.

You can take it even further if you incorporate Stillness from Spiritmaster+Hasten World ability into the build and have someone equipped with a katana and Limit Break attached to their Breaking Wave special attack. You can use Stillness to negate damage for 2 turns while you Default until you're able to use Breaking Wave. I'd use it during Stillness but on that same turn have someone with Salvemaker equipped use the Compound combo of Insect Antenna+Dragon Fang to boost the speed of the character using Godspeed Strike even more for it to do even more damage. With Limit Break and as much speed as you can get on that character, you'll do a lot of damage. I'm level 99 with 2 Falcon Knives + Hermes Shoes + Critical Amp ability and I was able to get my Godspeed Strike to hit for 68,216 damage. Granted, this is if you're married to the idea of using Ninja

I was able to get 99,999 with Godspeed Strike x3 with Thief. Used Stillness at the start and waited until I had 4 BP (BP limit up ability) and before Stillness expired, used Breaking Wave(Limit Break) + Full Leverage with my character that used Stillness and then with a different one, used Haste Brew (Compound -> Insect Antenna+Dragon Fang) on my fastest character then the next turn Godspeed Strike+Mimic+Mimic and I was doing 99,999 x3. You could probably have 2 characters doing this for about 600k damage in a single turn but it's single target.

If you want a big dps two handed the spell fenser is a great job.
Use it as second with dark mage as main job and equip two rods
sword magic amp and pierce m defense.
You can debuf an élément with salve maker and it is 2 x 9999 each turn
It's more versatile than ninja because you can make damages with your B mage if needed
you can't hit 9,999 x2 damage without at least some set up, need buffs like phys atk up, hit count up, elemental amp, and elemental weakness on the enemy to make it easy to hit damage cap with both weapons. otherwise you need a bunch of buns to raw dog hit cap with a Dual Wield build. late game I think my ninja was able to hit cap with just super effective sword magic and elemental amp, but it wasn't 100% consistent unless I had another buff as well.
