Can you use a toolkit to fix items mid day?

Also I can't combine toolkits together, shouldn't this be the latest version that has that ability?

nop cant use toolkit mid day. only in assignment.
to combine items , always put in main hand, and with the other item click on the grey box below. where u put silencer and scope.

I tried using the chunk of steel with a revolver to no effect...

chunk of steel doesnt work on revolver and the 12g shotgun. (it works on 12g rifle and all other weapons)
