Which HOTAS do you have?
Sometimes setting priorities in the control panel solves the problem, most games pick up the first one or two gaming peripherals regardless of what they are.
Or that he was one of the people who played them with Keyboard and Mouse, which is understandable, having a stick as a requirements in some of the later classic spacesims contributed to killing the genre. Hell, the X-wing series was outright killed by this choice.
Last gripe is that the trottle is more of an off/off than an axis, i can't leave it half way for half throttle etc, anything forward of centre is decelerate and anything behind centre is accellerate. So how do you set speeds that are not 100% or 0% throttle?
As you are using the same throttle as me. I was wondering do you jabe these same issues? Thanks for the advice on getting the controller to detect. I can now play in VR.
The other problem is that a single device in windows has only 32 buttons max, instead of merging the devices with the wizard just assign the axis to another device by doing this:
Create a simple profile by just adding the devices manually using "add devices" (better do it in order, first the stick, then the throttle and last the pedals so they wil result as devices numer 1, 2 and 3 respectively), now you will have a simple profile with the three peripherals functioning as normal separate directX devices.
Instead of merging them make sure that the axis of the pedals is assigned to another device by selecting the pedals tab, then the rudder axis and set dx device to "dx device 1" or whatever number corresponds to the peripheral you want to assign it to (I would assume the stick). Just make sure that the letter of the axis doesn't conflict with the other axes of the stick or throttle: the Combatstick and Pro Throttle have 3 axes, X,Y and Z, just choose another of the options for the axis letter like R, and the pedals shouls work like a fourth axis of the chosen device and you will be able to configure everything in-game, I did a similar thing with Freespace and X-wing Alliance to use the orizontal axis of the thumstick as rudder.
This trick can work with more or less any axis, this is how I configured the pro throttle for older windows games by swapping the z axis on the combatstick with the z axis on the throttle (in older games I usually map everything in the profile except two or three buttons on the stick), or assigning the orizontal axis of the thumbstick as the "R" axis (which in older games is automatically detected as the rudder).
I just love the control manager, even without the scripting (which might as well be written in runic mixed with chinese ideograms for what I can tell) it does so many things, I even mapped the mouse to the stick just for fun once.

Everything works perfectly as longas you disable the steam controller API so the game can detect everything by itself, and of course take the time to bind the buttons and axes.
