Add Enemies: Kinest Range

Does anyone happen to know where I can find the Add Enemies: Kinest range plan? I've tried searching in the first section of Naasne Volcano (as an old forum post on another website suggested) for over an hour, without any luck. Am I just incredibly unlucky, or is it somewhere else?

'Add Enemies' plans should always be given from NPCs in the cities. You don't usually find them in dungeons.

Naasne Volcano only gives the Dungeon Plan for Kinest Range as a hidden treasure.

I've checked with all of the towns, and I haven't been able to get it anywhere. This is also the case for the Adjiten Forest Pass plan.

Could it be that these plans are only given out in certain chapters? If so I guess I'll need to start another new game plus.

You need to have unlocked the dungeon by the time the chapter rolls around. I didn't, so I had to go through another playthrough to unlock it.
