Hyperdimension Neptuna Re;birth 1 won't download.

so recently i bought the game and every time i try to download and install the game, it wont download and not just that, it prevents me from downloading any other games or updates aswell, and the loading screens on other games (for example Starbound) are even longer than ever... >.< Please someone help me. I tried deleting steam and all its files completely and installing everything again but it didnt work... I keep getting the same thing.. The game just wont download and thats it... >.<

I don't know, it might be a problem with Steam itself. I for one cannot log onto the messaging network or even play multiplayer for some games.
