If you're a Hyperdimension Neptunia fan, yes.

If you're not Hyperdimension Neptunia fan, just get Plutia DLC, Peashy DLC and the Free DLCs and skip everything else.

Huh? I'd suggest getting the Histoire DLC because, of the three character DLC, she's the only one that's actually in this game's story.
Plutia and Peashy are only recognisable to Neptunia fans due to their role in Victory. If you haven't played that, then they're just overpowered extras with no tie-in to the plot at all.

Other than that though, yeah the 3 Additional Content DLCs are for people who want to play well into the post-game.

No. You can get 100% achievements without the additional content DLC.

I think it's mostly DLC dungeons and coliseum challenges that require high levels.

Getting maybe one of the Additional content packs is worth it. Also, the three extra characters are also wroth it definitely.

Each Addtional Content Pack adds:
-300 to the level cap
-A new dungeon
-A couple new coliseum matches

So by getting all three you get the level cap raised to 999, 3 new dungeons and several coliseum matches.

Each dungeon and coliseum match will be within the level range that is raised by the appropriare pack (#1 is 99-399, #2 is 400-699 and #3 is 700-999)

What should also be noted is there are costumes and equipment avaiable as rewards from this content, which means that those items are exclusively available from these packs.

This is all post-game content, so only pick it up if you intend to play through to it.
