What age are the characters meant to be?

Also, is the gameplay anything like the Tales series?

As said, the CPUs and CPU Candidates don't age due to their fancy CPU powers. Human characters/Makers though age, as shown by Compa and IF getting older in the Ultradimenion of V. However there is an aged Neptune planned for Neptunia VII, like the one in the back of the Original Neptunia's Limited Edition Art Book, if anybody here has that, but she's not a CPU.
Also gameplay is nothing like Tales.

The CPUs are ageless. After obtaining their powers (before the games) they stopped aging. Victory on the PS3 had them running around trying to regain their power so they wouldn't age any further (and then spent many years lounging around).

That only applies to the Ultradimension CPUs, dialouge and the candidate's scenes implied that are born as pre-teens/teens/adults.

Does the game have anything of a directly sexual nature with any of the main characters?

I'm thinking of buying it for someone young but these anime games tend to be a bit shocking in the imagery.

If you get Re-birth 1 there is a scene where Neptune is getting patched up in bandages by Compa she is naked from my memory in that scene but her chest is covered by the bandages the lower half is under the blanket on Compas bed or obscured by Compa from my memory

Near the beginning of the game, when Histoire is narrating, doesn't she say that the CPUs have been fighting for centuries? When you unlock the CPU Candidates, Histoire mentions that they were "just born" but they look in their teens or something and can speak in complete sentences. So I think the rules are more like if you created an AI or android.

given they basically popped out of the air fully formed they dont really have a "before" being a CPU. however.
i'm willing to guess on physical ages for them.
Blanc is probably the youngest physically, appearing about 10-12 though based on her voice could be as old as 16-18 and just flat and short. no difference between forms.
Neptune would be next appearing and acting like a 13/14 year old while changing to a more mature and serious 18-20 year old in CPU form.
Noire and Vert are probably about the same physically appearing about 18-20 and having no physical differences between forms. though Noire is on the shorter side.

Rom and Ram are like 10-12 i think, probably on the lower side of that number. while Nepgear and Uni are probably about 14-16, just kinda flat. iirc Nepgear once remarked about being mistaken for being the older sister between her and neptune.

their counterparts in the other dimensions in rebirth 3 and VII are pretty much the same physical ages. though most have not been around anywhere near as long as the prime dimension characters.
