The game was originally rated as suitable for 12 year olds and up (CERO B). So there you have it.
It's kind of like games such as Idolmaster: It has cute and moe elements and characters that are perfectly fine for a younger audience, but other facettes aren't entirely suited for them. Even if there is usually nothing really explicit. And depending on your own personality, you usually don't seek them out if they don't tickle your fancy.
Granted how Idolmaster isn't ecchi according to the general consensus, whereas Neptunia has been called such on other websites. (Which I myself, preferring characters like Nepgear and Iffy, didn't really believe to be the case. But recently open perversion has kind of become extreme on the internet. To a degree that wasn't the case 10 years ago, before smartphones and co became mainstream. So IDK... maybe Neptunia really is extremely ecchi? And tbh, not having considered it such before, I've recently started to dislike the series because of it. But YMMV...)
It isn't. If it were, it'd be rated at least a CERO D. You just have to remember that Japan is far more open to the celebration of the female form. The west, on the other hand, has demonised the celebration of the female form (especially by male audiences) and is far more interested in pushing the celebration of grotesque violence.
Why did you even care, then? Wouldn't you have fun anyways?

Rated T for Teen and PEGI 12. And yes, they even acknowledge there is jiggling breasts. It's not like 12 years old teens don't know that boobs can actually jiggle.
