That Jumping Arts is an EXE finisher, they're attacks that you can do at the end of a combo... you can equip them after the 3 rush/power/break attacks, you should see a 4th slot there.
Playing with a controller, but if there is a possibiliy to skip them, I will find. That's weird, cause I made few battles where I hit all my buttons during HDD transfo, and nothing... :'(
As for EXE finisher, I guess it will be explained and available later in the game, I'm still in the very first dungeon (yeah, I LOVE GRINDING).
Just to throw some ligth, the reason you cant cut the transformation I belive is because they actually use two clips for them. The white screen is a transition between those clips. While on FFF and Megadimension Neptunia, transformations are one clip alone.
But yu can cut everything else with LB, animations for each combo, SP moves, EXE moves, victory pose, scenes, etc.
