It's IF being incredibly lazy because they don't care about the franchise anymore?
How have you come to that conclusion? Because uzume didnt have a ton of shine in this game?
i understand you love uzume, shes great but everyone has their favorites
Well, that and all IF has for a while now done is churn out mediocre spin offs on a yearly basis by whoring out the IP to third party devs for a quick buck
Not to mention Uzume needs to be purchased 3 TIMES if you want to use her in the Re;Birth Trilogy just like the Mini and Big dungeons. Super Neptunia RPG was a mistake and I'm surprised IF had the nerve to charge retail price for that janky mess.
Those didn't have any other Outfits before so it somewhat makes sense.
Compa and IF each had two outfits in HDN and mk2 (afaik DLC in HDN)
I guess since they didn't appear in Victory, they didn't bother porting those, leaving them (besides Histoire and the DLCs added much later) as the only characters with no costumes* and no mandatory beach outfit (which they once again previously had)
Even Gust and NISA had that one outfit in the original and mk2 (RED and 5pb., both DLC, didn't however)
Neptune's Nep Santa costume from the original HDN (DLC) wasn't ported over either and the matching accessory counterpart of the ported HDN Costumes was often changed as well, yet all the Victory outfits made it just fine, including the ones for the Victory Makers.
There's another key difference though, Plutia and Peashy are both CPUs.
Coming straight from Victory (which is the game/engine that this game bases on) they not only got to keep all their Victory Procesor Units, but are also able to equip all general and CPU Processor Units, something that Uzume lacks from what I've read.
Given a few other odd choices with the Uzume DLC, it definitely wasn't handled as well as Plutia and Peashy.
*Not entirely true as there's a Japanese Dengeki Magazine exclusive DLC for Re;1 and Re;1+ that adds Dengeki Costumes for Neptune, Compa and IF (retextures of the default costumes in black and yellow)
As far as I know, this DLC was never released for the PC Version.
GOG had it mistakenly in their DLC Pack of Re;Birth1 until last winter when IF finally updated the game on GOG.
