The CGs with animation are actually 360p
I recently extracted the CG artwork from the Neptunia games and found that the background for the CGs that has animation in rebirth 1 and 2 are actually 360p with the characters artwork for those CGs being made for 720p. After finding this out I took png steamscreenshots with 360p, 405p, 720p and 1080p. Then I used waifu2x to upscale each of them to 1440p which is my screen resolution and I found that the one that was clearest was the 360p upscale. This means that the character artwork seems to be scaled down by the game from 720p to 360p to fit the background then when playing on higher resolution than 360p it is just stretched out which is why the CGs with animation looks so horrible compared to the other CGs. Btw the ones I tested this on was the bondage CG in rebirth 1 and the concert CG in rebirth 2.

The explanation for all of this, is because its a Port from the Psvita

Well duh. The PS Vita is 544p (qHD) and the PC version is just an upscaled port that was originally 720p at launch before finally becoming 1080p.

By the character artwork being made for 720p I mean that the art asset with the character artwork for that specific CG is 720x1280 with a blanc background. The size of the character artwork for the CG is clearly meant for a 720p background while the art asset for the real background is 360p. I extracted the art asset from the game files so those are the real resolutions. Not sure what you mean by step by step make 720p though, hopefully I managed to answer what you tried to ask. If you are asking how they originally made it to be 720p I would assume they used some program to downscale the original artwork.
