Surface Pro 6 Fullscreen Windows 10
I was having issues trying to get fullscreen to work on my Surface Pro using its native resolution with the latest Windows 10 update even after following the guide:
https://steamcommunity.com/sharedfiles/filedetails/?id=391564569
I found out that there are additional settings I had to change to get fullscreen to work. Mostly they are the same steps as listed in the guide, but it includes one or two more settings to change (depending on your setup I think, this happened to work for me so maybe it will help someone else):

1) Go to the folder: Steam > steamapps > common > NeptuniaReBirth1
2) Right-click NeptuniaReBirth1.exe, select Properties
3) Select the Compatibility tab
4) Check 'Disable fullscreen optimizations'
5) Go into 'Change high DPI settings'
6) Under Program DPI check 'Use this setting to fix scaling problems for this program instead of the one in Settings' (Click the Open Advanced scaling settings and make sure 'Let Windows try to fix apps so they're not blurry' is turned on...this may or may not help but that's the setting I have)
7) Under High DPI scaling override check 'Override high DPI scaling behavior'
8) In the dropdown tab for 'Scaling performed by:' make sure this is set to Application
9) Run the game. This time it loads up, the window will be much smaller. Then you can go back into the in-game options and set it to fullscreen and it should work.

Hope this helps anyone else still having fullscreen issues.

Partially, but not enough to be playable in full tablet mode. You can use the touchscreen to directly select menu buttons and change things, you can skip through dialogue by tapping the text, and you can move the camera around in-game. But there's no way to bring up the pause screen or back out of certain menus. And some onscreen buttons like 'skip' (which is faster at skipping the dialogue) require you to press the spacebar at least once. And while you can move the camera around in-game with touch, there's no way to move the Neps themselves unless you pull up your gamepad or keyboard.

So basically no. But if you're at a long dialogue section you can flip the keyboard back and use it like a tablet until it's time to get to the action.

You might be able to get it to work with Tablet Pro in the Windows Store but I haven't tried that yet.
