Arfoire was once a human, and she had a peculiar power: she was able to copy abilities.
So, she went together with the quartet to defeat the goddess, of course using her ability.
Not long before that fight, the goddess isolated her "good" side and created Histoire, then she used the last of her powers to create the 4 CPUs, and instructed them to fight the "console wars" to decide who would become the next true goddess.
We could consider the original goddess to be the CPUs' mother, and the CPUs themselves as 4 sisters, although the definition is kinda vague since we're speaking about deities.
Some time after the goddess' defeat, the copied goddess' abilities began to overpower Arfoire, eventually corrupting her mind, so she grew hateful towards the CPUs, whom "stole" her powers.
At the start of the game, Arfoire is no more than a shell of her former self, who act as a vessel to the evil part of the goddess' personality, intent on regaining her full powers.
There's something else, but since you haven't watched the True End yet, I'll put it under another spoiler tag, in case you don't want to know too much beforehand.
After the True End, Arfoire gets purified, and restored to her original human form.
This form of her is generally dubbed as "True Arfoire", and she was a motherly figure to the CPUs, as she decided to be their caretaker out of regret for killing their "mother".
Note that all the above only applies to her Re;Birth1 appearance, as the Arfoire who appears in the following games is a different character altogether, only sharing the same name and a similar body.
Arfoire was good, then the goddess' power turned her evil over time.
