If your water count dips below the amount needed for a vendor, yes, you lose access to them.

the limit is 11 days if I remember well.
it might only look bad if you're starting the game. I currently have more than 200 days of water stocked in reserve + stash

don't hesitate to do the water storage upgrade if you have money to spare. Even if it looks buggued, it works fine. It will just reset to 55 every time you return or finish a quest. But interacting with the upgrade store will settle it back to the upgraded value so you can fill it up to 98 (in the end it will show 98 on 55).
Also, any water reward from quest will be send to your stash if it overflow.

Do not care about the water cost displayed. It's just the amount of water you need to be able to do the upgrade. It's not consumed.

It's actually 15 days of water for the rig vendor, not 11.

11 is for one of the faction vendors, don't recall which.
