Yeah, if I'm looting stuff and they see me, they'll attack. If I start it, they'll attack. But generally I have a little bit of time to react and pull back before they open fire and even if they do, their pursuit (if I havn't shot back at them yet.) isn't that hard/long.
Except Hunter Killers or Scramblers, but that's intended behavior.
I'm guessing that the actual Eurasian vendor is the busted body horror dude in the meat closet behind the blood room.
But to answer the actual question: probably not implemented yet
If your question is how to get the 50-cal sniper: you put on a gunrunner rig and loot it off of dead infantry snipers. They're fairly easy to spot: super long barreled guns with a laser. Try not to get shot though, they do 800 dmg.
