I'm shockingly bad at the game cause its new and you are too, thats normal, you need to get used the spawns, enemies and overall mechanics.
It is however a poorly optimised mess atm, i hate the fps drops when enemies spawn in.
To be fair, it is just a couple of guys.
I 100% believe the spawning on top of the player is a bug, I mean, we see this constantly in early access and full release games with much larger companies. Same thing over and over. Helldivers 2 had it even, enemies just appearing right in front or behind you.
I personally would absolutely LOVE to see more methodical frontlines in play, things that make sense. Hell it would be awesome if it was to the point that it would assist in your knowledge of where to look. Seeing where the enemies mainly fighting, pushing, whose losing and winning in the area. It would be absolutely a blast!
But its also a bit much to ask from these guys (No offense to them). Bethesda tier random fighting events is about as good as we will good I expect. But if the devs surprise us, I would be more than happy!
Being a threat is a stretch.
But yes, rats we may be, but we also chase out rats when time allows. Probably not as much as their gusto, but we do none the less.
I think the issue people have is that once something is on you, they don't give up, ever. THAT isn't appropriate. And having ultra elites dispatched just for us, and knowing exactly where we are? Also questionable.

The spawning mobs ontop of a player? The enemies being sprites? all the rest of AI problems?
reaspawning mobs is super weak gamedesign - and if you need to do it you do it in a way that is not 2000000% immersion breaking
basically every unit deaggros immediately when you break LOS
