yep, this also goes for the "kill" quests, even if it says 'within one mission', you can still do them incrementally.
Retroactive quests aren't common for the most part. Some games do it, most don't.
Why won't a scavenging game accept scavenged (in a common raid) items and why it punishes for hoarding? I think this is simply a bug.
if you could prefarm these you would be able to hand in every collection and kill quest immediately basically every time. As you say, its a scavenging game. the quest is to go and scavenge.
