Europa: The nominal rulers of Lost Angels (and all of North America) are on the defensive here, and consider anyone in the zone to be an unauthorized combatant. That being said, your standing with them determines how tolerant they are of you. The AI's directing them might not want you around, but the boots on the ground will avoid shooting you if you have positive reputation with the faction, when they can. That means if they have an excuse not to, so while a unit is moving and your not in the way or too close, they'll let you pass. Taking anything in front of them, being in a secured area (like their mech hanger or infermery) or shooting at them is going to get you hostility. That being said, again if your reputation is good with them (selling to their merchant helps here.) they won't put a lot of effort into persuing you. Hunter Killers (usually EOD units) are the exception, they're here specifically to kill you, so scoot.
Eurasia: One of the two alliances opposing Europa and the source of the masses of cyborgs. They work on reputation as well, and their merchant being a friend helps a little. The issue with them is the unarmed cyborgs are hopped up on rage protocols to attack anything that moves. Even then, how hard they pursue you is going to depend on reputation, and both the armed cyborgs (usually running P90's) drones and vehicles/mechs will give more or less attention to you based on reputation. Fortunately, you don't lose much rep for gunning down the unarmed cyborgs and their Hunter Killer units are Scramblers. (Seems to be the quadrapedal cyborgs.) However, sometimes a call of Scramblers means Euruska sent an HK instead.
Euruska: The other half of the alliances opposing Europa and the source of the guys armored a bit like marines in Starcraft. With no merchant for them, reputation can only be earned by doing quests for them, and you'll lose it for killing their guys. Fewer in number but better armed and often armored to boot. Officers sometimes carry grenade launchers, so be warned about that. The Brawlers are stand out melee units, extremely durable and with instant kill melee attacks, but can be staggered with shotgun blasts or enough bullets. To make matters entirely worse, their HK unit is the worst to deal with. The Grabber is de-facto invulnerable*, absurdly fast and absolutely will not stop ever, until you are dead. A shotgun blast at close range or a LOT of bullets in a short time might make it recoil and run off for a moment, but it will always come back and it has both high damage on collision plus an execution move if it can reach you. Grabber can show up at night or as an HK unit if 'Scramblers' is called out.
In general, non-HK units are influenced by the faction standing when there isn't anything else going on. When there's a fight to be had with another faction's unit, only you directly attacking will make them bother with you. But the moment the fighting stops, you are a bigger concern for them until they're tasked with going to another position or attacking another unit. Any unit standing around or on a patrol route is likely to engage you if they spot you, though often after a period of ? time where they debate the necessity of spending the ammo. Get distance and break line of sight and how long they persue you will be based on faction standing and how much damage you did to them or their squad. (so, not shooting them back makes fleeing easier.)
*I say de-facto invulnerable because at the moment they're coded with 1 billion hp (literally that number) like the Mother Courage, Toothy and Organmechs. While they can die if they get beaten down by other units a lot, even 4 scavs kitted out with grenade launchers and nothing but ammo can't put out enough damage to kill one if it just stood there and let them shoot it.
I switched Z to a side mouse button and never again will I not know whom or what I am killing.
Got some trouble with Ashen Mesa Quests, finding those two sniper and those corpse tank, tormentor that is so weird finding that stuff

Easiest way to experience this is for a tank to get tossed ontop of one, a tank landing on you does essentially 100% of your health instantly which that applies to grabber and orgamech since they arent classified in the same category that mother courage, toothy, exos and medium mechs are.
