Not bugged. finding weapon parts or neurolinks spawns them. No one is sure what they do yet, but these are likely end game items.
I've never seen them spawn over water, and I have 26 days worth as of now. There are multiple parameters for getting them to spawn, but you probably did something else to bring them in.
Either way HKs ♥♥♥♥♥♥♥ suck. It's like the games way of telling you "hey were you having fun? Sorry gotta put a stop to that. You were only allowed to shoot 4 enemies this match, and loot 15kg worth of gear. Time to die haha!" ♥♥♥♥ the water mechanic, hunter killers are the real problem man.
There are a few loot containers that always contain a neurolink or weapon parts. Just opening these containers will spawn the hunter killers.

It is water, fixed timer, repeated same map cool down, and overall group loot value. Possible RNG roll on loot all as well.
