Shifting Tide Quest Not Working

Anyone else having trouble with this quest? First time I tried to enter the code on the door where water thief is, I couldn't get out of the code screen. Even after entering the correct code. I had quit and then go back and get the loot I lost for leaving the game.]

The next time I did it. Unlocked the door. Released the thief and he just runs out. Tried to pick him, nothing. He runs up the hill behind the code room and just sits there. I extracted and did not get the completion. Anyone else having trouble or know how to get them to follow you?

He may have died in transit, he must extract for it to count. Also, I'm pretty sure the Door Hack screen is bugged, cause I've encountered that Hacking bug. I've completed the quest, but I had to follow him till he extracted.
