If your water gets to zero, when you load in, you see blue elves in your base, and you have a fight to the death. If you win then you get to keep your base.

I've been avoiding buying until I see what direction they take with the water mechanic...but that might be enough to convince me to get it.
I didn't get it Day1 but couldn't hold back. So bought it some days after and water mechanic isn't that hard to get, farmed 2 months and some reserve just in case...
