If your drivers are updated and you are using a laptop, chances are that windows has set your processor IGPU as the default for the game. This game needs a discrete GPU to even run at all.
If your laptop has a discrete gpu, then you will have to go into the windows graphics settings to set it as the one for forever winter.
Even though IGPUs technically support dx12, it might not support all of its feature sets or simply aren't powerful enough to support them.
The error (poorly written) is actually telling you that your selected GPU (or improperly selected GPU as the above comment suggests) does not support all the required dx12 features, shaders, and/or magic.
Exactly what and why is a mystery without any details on your system, but you can cross-check your hardware with the expected feature set for the game using google.
TLDR; your system probably supports dx12 in some manner, just not the manner required.

8 times out of 10 the users that got this error sit in unsupported Windows update or LTSC branch.
Note that this error is specific to Unreal Engine 5, so you'll have it in more games if you don't resolve the issue.

So do update your Windows, it's the only thing preventing Agility SDK games from booting o your PC (note, this applies to any game engine at this point, not just Unreal).
