Fire Rate Bug

Ever since I was playing since launch, the fire rate has always been inconsistent and buggy. During single-player missions, guns seem to fire as designed.

FACTS I ALREADY UNDERSTAND:
Shots are synced with the network, so the quality of the connection and latency to a host server will affect the fire rate consistency. Often, when playing with a high ping server, full-auto fire rates become lower across the board. Obviously this is not ideal, but I work around this by using mostly slower firing weapons or single-shot weapons when playing multiplayer until this issue is developed more.

ISSUE I DO NOT UNDERSTAND:
Jumping in for the first run in about a month and a half, my PP-19 fired about 1 shot every second in full auto. This almost led straight to my death, and I reached extraction with 100hp and no heals. This was a single-player run.

I am hesitant to jump in again to see if this issue is recurring, unless I bite the bullet and jump in with no gear and a cheap ak or something. I want to know if anyone else has experienced this issue: Is it a freak one-off bug (like the can't fire weapons or use items when starting extract bug) or is it a common or reproduce-able bug? If it's the latter, I'll likely hold off playing until the next patch. I had just jumped in to replenish my tank to 99 days anyway.

I noticed a substantial performance drop that seems related to muzzle flash or lighting since the last HotFix and have had to substantially reduce my graphics settings. I don't do much firing though, this seems caused by NPC gunfire in my case

Might be related to your issue, might not be. I'd be interested to know if only specific weapons cause this issue.

I always seem to experience strange reduction in Firerate when I join other players. It's gotten me killed, when I would have lived in Solo.
