Grenade launcher AOE issues

Has anyone else had inconsistent AOE hitreg for the grenade launcher? I've shot into crowds of enemies or had direct hits which had no effect on target. The way it seems right now the grenade launchers are only really effective with direct hits only, is this intended behavior or am I just getting unlucky?

The splash damage is almost non-existent on GLs :(
