Extract into 'Star Ruler 2/mods'. The folder containing the 'modinfo.txt' file should be directly inside 'mods' for it to work.
That being said, most SR2 mods aside from the 'Big 4' don't have any non-Workshop downloads, with only a handful of exceptions to the rule. It is not clear how many of these exceptions are still compatible with the latest version of the game, but most can be found in the Rising Stars Discord server at https://discord.gg/sUJKJDc (which has sort of become a general-purpose SR2 server, especially in the wake of the game going open source), in the #mods-and-tools channel.
