Impossible game?

I got to the objective to get promoted and earn 20000 authority. With only 6 in-game hours left I cannot even come close to doing this with only 14k earned. The troublemakers seem to have no way to be gotten rid of and I've spent the last 30 real minutes with close to zero passengers.

Is this game just literally impossible?

You should think about a little help from Michelle or possibly some substance abuse.

Save Peter.
Go to Peter when the troublemakers show up, and gain access to first class.
Compile info and plant an illegal item (buy apples from merchant) on each of the golden boys.
Have them all arrested and bathe in the authority points.
