You may try to delete d3dx9_43.dll from both System32 and SysWOW64 (you can make a copy somewhere if you want), update DirectX again (C:\Program Files (x86)\Steam\SteamApps\common\any of your Steam games\_CommonRedist\DirectX, launch DXSETUP.exe in Admin mode), and hope for the best.
I had the same issue recently with Ryse: Son of Rome and Skyrim Special Edition. It was another .dll though (D3DCOMPILER_42.DLL).
