Is there a way to raise birth rates late in the game?

Right now I'm playing as the US at around year 2046 with the red communists realsim mod. With Mexico, China, Mongolia, and 1/3 of Russia annexed I have 2,070,000,000 population with a healthy working population of 1,100,000,000.

The thing is the birthrates are have gone down to 1.1% with contraception, abortion, polygammy methods enabled and I can just see my economy and military budget collapsing with the rapidly aging population...Right now I'm trying to reduce the elderly population with low health care but, it seems the whole population is dying now :/

Any Ideas on raising the birth rate?

Illegalize contraception, abortion, same sex marriage, keep polygamy legal, close borders to emigration, invest in health care, That's all you can really do.

In my experience, legalizing polygamy, and illegalizing abortion, contraception, and same-sex marriage only ever provide a temporary boost to your birth rate; they don't seem to have an overall lasting effect.

High human development tends to lower your birth rate, so if you don't want to "un-develop" your country just to increase the birth rate, try to get your stability level as close to 100% as you can.
