It improves relations with you and the nation you performed the action on, depending on the complexity (low being a tiny increase, barely notable, medium having average increase, and high giving a major increase).

However I advice you not to use covert actions against the AI (especially not coup d'etat considering that if you fail it will hurt your relations considerably). Covert action success rate is higher depending on the nations corruption/general political strength and their government form, if my memory serves right, Dictatorships have the highest chance of being target of a successful coup d'etat. While MPD (Multi Party-Democracies) have the lowest.

A Coup d'etat (Coup for short), if successful, throws out the old government of that nation and installs a friendly government to you. A lot of this was going around during the Cold War, most notably Turkey, Yemen, Guatemala, NIcaragua, Grenada, Cuba to name a few.

In game if you fail it will lower relations to rock bottom.

(I always do it in multiplayer to spark conflicts when the game gets boring. I don't expect to succeed, but sometimes it does work.)

And if I does succeed in a multiplayer game, the player gets bumped...
