USSR scenario

In the USSR scenario, I took over and annexed every country I was suppose to annex, changed my government to a single party democracy like it said to, but I do not understand the "Put all resources under public management." I turned them all on private sectors but it does not seem to be the case. Help?

It is necessary to put all sectors under management of the state. In the USSR there were no private organizations - a planned economy.

My recent play with the Reunite USSR Scenario was very interesting. The act of occupying all the former Soviet Republics triggered World War III. I had to hold off annexation until I was able to beat back not one but two NATO invasions. Fortunatly I was able to keep France neutral. I was then able to reunite the former Soviet Union officially as well as overrun NATO Europe and the western United States. Eventually the conflict went nuclear when I moved on the remaining US overseas territories. America launched at Russia. France and Russia launched at America. America launched at France. Moscow was spared destruction thanks to ABMs. After the exchange, France invaded the East Coast. America was split between France at the Mississippi. America signed the final ceasefire which ended four years of war.
