Covert operations are far more likely to succeed if;
1. the target country is politically weak, i.e low stability and high corruption, if you are framing another country, the framed country should ideally be politically weak also
2. the attacking cells are trained to elite
3. the complexity of the covert mission is low
4. if the mission is a coup d'etat it is much more likely to succeed if the target country is not a democracy
If you download the Human Development Mod and set covert operations to automatically execute their mission (in the HDM .xml config file), then use the "MULTIPLE" command feature to create 10 cells every time the command is used, that should make covert operations more viable, especially if the three/four considerations above are understood.
To use the "MULTIPLE" command; first you need the Human Dev Mod installed. Then open the covert operations menu, create a new cell, set the training level of the cell to elite, name the new cell; MULTIPLE 10, this will create 10 new cells automatically. If you want even more cells repeat this process. Keep in mind that some multiplayer servers have rules against 'covert spamming' so ask the host of the server if this is allowed.
