Report a translation problem
You have to eliminate country's entire navy that you are trying to invade EVEN IF their navy is on the other side of the planet. This is goofy AF, gamy and unrealistic but thems the breaks. I found out that SK's navy (44 patrol boats) was engaged in a battle with Japan in the Persian Gulf... yes... the Persian Gulf... IE the other side of the continent.
I watched as Japan manhandled the SK navy and once they lost all their ships I was able to cross the straight and occupy the last island.
Hopefully this mechanic doesn't carry over to SP3.
