There's no fix as far as I'm aware, unless your save is a LAN or a multiplayer save.
Count yourself lucky, Bootsy - this is my 3rd attempt at doing the 'conquer the world' goal, and SP2 has crapped out at some point every time for different reasons. And this is after I installed a mod that fixed a bunch of bugs which were in the vanilla version.
I've come to the conclusion that this game is so hopelessly bug-ridden that it will fall apart unless you pick a relatively quick goal, or at least one that doesn't require you to do much fighting.
Frustrating when a dev takes the time to write a fantastic game, but ruins it because they can't be arsed to test things out and fix bugs. :(
I play vanilla SP2 BTW.
I had the same issue with Mali. Make a new save. Go into the save files and the 1kb file has your nation name in it. c:/programfiles/steam/steamapps/common/sp2/mods/save is the directory (or something similar) Keep a backup of this file, then go into the game and create a new save as the target country. Make another save and rename the 1kb file as the original save. Go load into the game as the first save and you should be Mali and you can cancel the deployments. Save the game again and rename the backup file from the original save as whatever the post-canceling deployment file was named as. You should now be your main country and will be able to annex Mali.
EX: I made a file named b4 Mali. I take the b4 Mali.gsc and make a copy. I create a game as Mali and save Mali.gsc. I rename Mali.gsc to b4 Mali.gsc and load into the game as Mali. Then I take the backup copy of b4 Mali.gsc and replace the second one.
This worked for me and was pretty simple once I found the save files. Be sure to readjust any sliders that the computer may have changed, and also check treaties as my country signed economic aid treaties with multiple countries.
