why would that be an option and not the default?
this is how it should work:
when mining high-priority tile: IGNORE ALL OTHER TILE ASSIGNMENTS and KEEP DOING IT unless in danger.
when mining a regular-priority tile: regularly search within ~5 tiles (by movement, NOT distance) for high-priority tiles. if one is found, switch to that. otherwise keep doing what you're doing unless in danger.
when not mining: mine the closest high-priority tile (by movement, NOT distance). if none are found, mine the closest regular-priority tile. if none found, just stay where you are unless in danger.

the thing that bothers me the most is when miners mining high-priority tiles change what they're doing when i flag tiles elsewhere. they should absolutely under no circumstances be doing that. if i want them to stop, i can remove the high-priority flag.

I've tried alternative and regular and they still constantly move to the other side of the mine. Every miner seems to mine a block, then swap sides as opposed to just mining the next block next to them.
Works fine for me. You just need to micromanage it more instead of assigning every block to be mined.
