2. Is your operating system completely up to date? Make sure you have all Windows Updates installed with no errors (this does not include language packs).
If the answer to both of these is yes, then you need to install x86 C++ first. If you have a 64-bit operating system, you need to install the 64-bit version as well.

Visual C++ 2015 is completely compatible with Windows 7 64-bit as long as you have it up to date and are on Service Pack 1.
Microsoft released a univeral C runtime on the 21st for windows 7 that upgrades it to compatability for programs that depend on the Windows 10 Universal CRT (C runtime). You shouldn't need it to run MX vs ATV but here's a direct download link anyway: https://www.microsoft.com/en-us/download/details.aspx?id=50410 . I'm not running this update on my gaming OS but SX Encore is running fine without it so I don't think that's your problem. Follow the instructions provided by the Dev two posts above and if you're still having problems post an update. There are quite a few of us here that'll be happy to lend a hand.
why should I have to upgrade my OS, all other games runs fine, even the new tom clancys division beta... most of the upgrades are all junk and cause issues in my previous OS... I prefer to have it clean... I made a fresh installation and all of what Rainbow Studios suggested above and still don't start! please check whats wrong, game was working ok till xmas update!
and from the statement isn't this game supposed to be compatible with windows vista and direct x10 too?
The patch around Christmas moved the game to the Visual C++ 2015 requirement. That is why installing 2015 is part of the launch process now. Before that patch, it was only utilizing Visual C++ 2012. Black Ops 3 only uses Visual C++ 2010, but making comparisons to other games and other operating systems isn't going to fix your problem now is it?
If you want to be able to play Encore, your only choices are to check the link that *T-USA* OlHarScblr provided and see if that helps, or update your OS properly so that C++ 2015 installs the way it's meant to.
I tried the files from the link from T-USA and none worked in my windows all failed to install... I need some other solution without having to update OS, what about people with windows vista?
Rainbow have to find a solution for people with this OS (w7 or Vista) don't have to update or upgrade, since the game is compatible with it as stated!
