The application failed to initialize properly (0xc000007b) Error.
I have all versions of Visual C ++, and then when I went to start the game said that my computer needed api-ms-win-crt-runtime-l1-1-0.dll. I downloaded this dll and is now giving the following error: The application failed to initialize properly (0xc000007b). Click OK to close the application. I bought the game yesterday and still can not play it because of this problem, does anyone have a solution for me? :(

Which version of windows are you using, and is it 32 or 64 bit? When you say you have all versions of C++ installed do you mean the runtime redistributable (for Encore you only need 2012 and 2015). If you are running 64 bit windows do you have both the 32bit and 64 bit C++ runtimes installed?
My Windows is 8.1 / 64bits. See all i have:

Are missing any of them?

That looks good, but I suspect the 2015 may not have installed properly or you may be missing some updates. Have you run Windows Update recently? If not then do that firstand get your system up to date.

Then you can try uninstalling the 2015 runtime for both x86 and x64 and then reinstall here are some links:

For Windows 64-bit http://download.microsoft.com/download/9/3/F/93FCF1E7-E6A4-478B-96E7-D4B285925B00/vc_redist.x64.exe

For Windows 32-bit http://download.microsoft.com/download/9/3/F/93FCF1E7-E6A4-478B-96E7-D4B285925B00/vc_redist.x86.exe
I uninstalled the two and tried to install with these links, but has failed to install:

What can I do?

Ok so is your system up to date, have you run Windows Update?
Well, I have not run any Windows update, but my video driver is an update available, it would be for this reason?

I don't know what is making the install fail, it would be worth updating your video driver that should give you the best performance that is available. I don't think that would stop the C++ runtime from installing, it is more likely that the problem is that one of windows own updates is missing and that is what is causing the problem.

If I were you, I would run Windows Update and get windows up to date, then try again with the C++ Runtime.You might want to delete the DLL that you installed manually since that might cause some problems.
The last time I updated my video driver, my computer crashed and I had to format it. So what should I do clearly?

I would update windows and make sure that the video driver is not updated yet, sometimes a video driver is included as part of the Windows Update, so make sure any video update does not have a check mark next to it. Since you had troubles with it before, it is easier to work on 1 problem at a time.
How can I upgrade Windows?

Start > All programs > Windows Update
Check all of the relevant Important updates, click OK. Windows will download the updates and likely prompt you to reboot when it's done.
I did it and still the same problem.
Check the Optional updates, as well.

It truly amazes me all the people who don't keep their operating systems up to date and then complain when things don't work. A simple "google" search will guide you in the correct direction of fixing your issue here.
