i seem to be unable to use someone else saves

Yes, backup your own SAVEDGAMES.ARS and put one you obtained instead.

You may also import one (or more) of available slots from one save file to another - to have both - own and someone else saves available in game.

intredasting. so the game requires a converter for saves ?

As you loading your game progress you must select slot, all slots are stored in one file, so the tool is required to divide it - only if you want to import only selected slot/s or edit or just browse save contents. Otherwise just copy the whole save file.

Search for SAVEDGAMES.ARS file - default location for 32 bit system is:
C:\Program Files\Steam\steamapps\common\Carmageddon2\DATA\SAVEDGAMES.ARS
rename it to something like SAVEDGAMES.ARS.MYOWN and copy new file SAVEDGAMES.ARS here. In game load selected save game. That's all. To bring back your save game just rename your file back. If you want to fiddle with the tools select Carmageddon2 folder when asked.

you see my problem is that the folder in DATA is empty. im trying to load up the SAVEGAME.ARS in the editor and it doesnt work. the editor has those options to choose x car and x mission but i cant load that into the game

If the game work - there must be data in DATA... the file SAVEDGAMES.ARS may not be present if game was not running yet... so just put new file to your C2 / DATA... and load it in game.

BTW: The game may crash silently or stuck in the background if wrappers are not removed... in C2 folder rename winmm.dll and wsock32.dll.

i ran the game tho.. which is what i find strange. coz i tried a lot of save files from the internet and none of them seem to be loading up in game O.o

can i have yours please?

You need to load save in game manually (MENU->LOAD GAME select save game slot to load).

Sorry I don't have my save games for this game on this PC... it may took very long time for me to find old saves... most are not my either anyway...
