Question: As you keep adding more and more civics, will you ever increase the number of starting civic picks from 2 to 3?

YES! The auto modding systems works just as I wanted it too. Praise the Omnissiah!
The Surveyor is gonna love those dyson swarm and arc furnace structures.

Question, by the way: is there any way to fix The Surveyor from generating deposits in permanently inaccessible places?

For example:
- Generating a research deposit on a black hole already inside a matter decompressor (or a star inside a dyson sphere)
- Generating a mining deposit on a body which already has a research station (in the cases I've seen this, the surveyor notifies me of the resource's placement but it is not actually placed, luckily)
- Similar; resource deposits on shielded worlds which fail to appear

Perhaps a check of "would this object support a mining / research station if I placed the resource here" would help.

hope machines get access to venerable or some other traits the increase leader lifespan, tactical insights are going to be gigabusted if you just put 20-50 commanders in an unclaimed system in the middle of your empire and i wish normal empires would get the trading commander options too without being forced to become a bulwark

ps: fix feudal councillor not giving unity, and opportunist veteran official trait not giving you favors even though it should

They don't mean physically located outside your borders. They get the bonus from selling commanders to other empires. So you're giving them some immortal leaders in exchange for the bonus.
