When you become Khan, Are you able to become the Great Khan?

You'll become Great Grand Master Khan

You’ll find out in several weeks or when it releases, given no other information has been provided about the origin. Presumably this would be the case though.

You'll become the Khan if the Khan Khould function, which the Great Khan Khan't. This is why the Great Khan Khan't seem to last for more than an in-game year before catching a stray glance from an AI and dying to its own inKhompetence.
