Cloud saves disabled
Greetings. Problem: The game does not enable cloud saves. On Steam, cloud saves are enabled, but out of ~950 MB there are 23 KB left. When starting the game, the saves are not displayed (synchronization is successful, the saves are present in the folder). I tried reinstalling the game and launcher, tried deleting saves from the folder (synchronization returns them successfully). I removed all mods and now the game is clean.
Integrity check doesn't help. In the game settings it says that the cloud is not enabled or I am not logged in to Steam, but the game is launched through Steam (via the client), and the connection with Steam is also displayed in the Paradox client. The cloud, of course, is active on Steam.
Saves in the cloud from old versions, I will gladly get rid of them, but the current version does not allow displaying saves of previous versions.
In general, I don't need cloud saves, but in the current version Ironman and achievements don't work without them.

Yeah, what *is* up with the failures to have cloud saves function anyways?
I too have seen save attempt glitches and cloud saves not functioning as they should; I simply assumed, maybe in error, that it was something temporary with my own situation.

So, I rolled back to the previous version (I poked at a random one and ended up with 2.1.3). I successfully enabled autosave to the cloud (just in case, I’m ready to dance with a tambourine after all the attempts to solve this problem). Old saves showed up and were successfully deleted through the 'load game' menu (Steam has confirmed that the cloud is now empty). I’m downloading the game at the moment, I’ll check if the problem was lack of space in the cloud.

"Steam Cloud is not enabled or the user is not logged into Steam." Literally 20 minutes ago on another version everything was ok.

COMODO blocked the game's access to the Internet. Why he reacts this way specifically to the latest version, but ignores the previous one (in general, he hasn’t been aggravated with games on Steam before) is a mystery

Just in case, the problem has been resolved. Final algorithm:
1) Check your antivirus
2) Clear the cloud by deleting old saves (if the new version does not come out, roll back to the old one)
So far there have been no problems with the cloud

Well, no, because the cloud saves haven't been occuring, and the antivirus is not the issue at all; it has the whole Steam system "white-listed"; as for the recurring problem with saves not happening; yep, it is still going on.
So no, it has NOT been resolved.
Having same issue. On Linux (Debian based) w/Steam + Proton. I just bought the game, 1st install and started the tutorial with Ironman enabled on laptop. Steam shows cloud save enabled. Switched to my desktop with same setup to continue, but wasn't available after fresh install on desktop. I went back and fired up the game on my laptop to see if it even saved anything and the save is there and is the only save file. In the Stellaris 'Load' screen, it's showing the red cloud icon. Either this needs fixing or if it's not going to be fixed then there needs to be wording added when starting a new game that Ironman can't be synced to cloud or something similar so it doesn't waste the player's time. My initial impression of the game itself, looking good/interesting. A Steam cloud save issue out the gate however, not a good impression there.

Yeah, and in my case; cloud saves had been going on for a while, then they just shut off- it reads as they're being done, but they clearly are not.
