Is there a way to completely take over the Galactic Council?
You know, Palpatine style. I just got the DLC, is it just the vassal mechanic thats special about OL or is there more to you I haven't discovered?

Yes, you can become a Galactic Emperor, depending on your diplomatic weight in the Galactic Senate. Diplomatic weight is gained from economy, fleet power, technology, and pops. If you want, you can also outweigh the votes of all other members of the Counsil and promote any laws that are beneficial to you.

sometimes they just vote for you without you even trying

If you have the Nemesis DLC, you can proclaim the Galactic Imperium and take over, if not: You can become the sole member of the Council if you're powerful enough to vote everyone else out, changing the council size to one even has "I Am the Senate" as its descriptor.

The Overlord DLC is more about vassals (Giving you the option of making specialized vassals: Bulwarks, Prospectoriums and Scholariums). It doesn't really help you with taking over the galactic community.

Federations and/or Nemesis is the DLC you are looking for:
- Nemesis in particular allows you to "form the galactic empire" and "become the galactic emperor".
- Federations are, as the name implies, mainly about federations and adding stuff for them, but it also includes more galactic community stuff (more levels to the resolutions, more options, the "Politics" tradition tree, etc)

Yeah, you don't even have to try. You don't even have to have good relations with them. They can absolutely hate you and still elect you for no good reason.

Everyone opens their borders to me when the crisis hits, and I'm just like "nope, you guys can deal with this on your own first, without crossing my territory."

The Great Khan seems like an early opportunity to grab power at a discount, since the AI reacts the same way - dropping all grudges and supporting anyone nominated for Galactic Custodian.

Without Nemesis, you can get on the council and keep voting to reduce the size of it, then vote yourself a permanent seat, effectively making yourself the only council member permanently.

Its better with nemesis though for the Galactic Empire
