Best DLC to pick up?

I've already pumped about 30 hours into the game and want to list of DLC to pick up in the near future.
Whats the best DLCs to grab first? An ordered/ranked list would also be nice and does the DLC ever go on sale?

So Utopia is #1 most people consider it the best.
With the pack for different species it depends on how much you like playing a certain way but wont break the game if you don't have it. They do go on sale occasionally sometimes the older ones will be on sale when a new DLC does drop.

You can also play a multi player game with someone who has the DLC even if you don't own them so you could maybe get an idea of what things you like by joining a game with someone. Just know some people are very competitive.

There are some Youtube tier lists that do explain some of the changes in each one to help you get an idea.
