Generally speaking (aka if you haven’t modified the location yourself) such things are stored in the AppData folder
2) It's not illegal
3) Steam will eventually reinstall it if you have the game installed
4) You don't even own the game. So why are you complaining?
5) No clown or laugh react for you. No steam points for you.
It's located in: C:\Users\YourWindowsUserName\AppData\Local\Programs\Paradox Interactive\
However, if you delete it, you may have have issues with Paradox games launching in steam.
