Well all health states can heal if you have regen for them.
Yeah but they pause during combat, or they did when i last played, and prior to the change if you had one of the shield components, i think it was, they regenerated in combat.
A Eazy case to see it if you send a insufficient fleet against anything that haves Regeneration for shield/armor/hull. and watch as you do no damage.
Or. Like me. send a Shroud avatar against the shroud entity.(in the Wormhole system with the gaia world). and watch as it struggles to regen.
Obviously. you need to have a Component that provides ''Regeneration''
It may have been changed since, it's been a while since i played, but in the past it defo paused as i tested the regen on a modded/tweaked ship and it only started outside of combat, and was practically instant since i set it that high to test.
