Now that said, you can reveal yourself for some funny situations, for example disabling a cloak and setting to aggressive will sometimes result in the Pre-FTL thinking your some kind of evil god or demon, had a super funny one that..well did lead them to nuking the station so I just returned the favor by cracking their world in half, but realistically the only real functions to the cloak of the observation stations is that it negates all outcomes that may result in the stations destruction, good and bad. You can still reveal yourself to the civilization without uncloaking altogether, however its worth noting that depending on the civics it may result in some unwanted things
Like if its fanatic spiritualists then there's a chance it will actually kill the FTL race and turn the planet into a tomb world which is based off of basically the actual empires, they feared and hated aliens so much that they tried to shoot your...clouds down and ended up sending themselves to hell lol
