As for worth it - only if you want literally everything right away.
But you'll save more by getting stuff piecemeal outside steam during sales, and you'll spread out the cost.

Basically it means certain origins/civics come with a little storyline where you can choose between different outcomes slightly changing how it plays.

It’s not sandbox it’s procedural generation everything is different every time but buying the story packs adds in new and interesting things to find after several playthroughs you’ll still be finding new things

I'd say its worth it, unless you have a friend who both owls everything and can readily host games.

As for Stellaris only the host needs to own the DLC.
